Auto-apply is implicit — any recommendation with riskTier = low would fire unattended on the existing /api/ops/routing/[id]/apply route. There is no separate global toggle; enable/disable here means operator review vs unattended apply.

Every action the agent fires unattended when autonomous mode is active. Entries are grounded in the live event schema — severity and status reflect real system signals, not operator-configured toggles.
